horizontal surface

A specified portion of the horizontal plane located 150 ft above the established airport elevation, which establishes the height above which an object is determined to be an obstruction to air navigation. The perimeter of the horizontal surface is constructed by swinging the arcs of specified radii from the center of each end of the primary surface of each runway of each airport and connecting the adjacent arcs by lines tangent to those arcs.
